What is asbestos and where is it found?
Asbestos is a term used to describe certain fibrous silicates. It is a natural mineral, occurring in rocks all over the world. At low natural levels it is not dangerous, but it has many useful properties when fibres are compacted, not least insulation and fire resistance. It was widely used in buildings for 150 years, and remains in place in forms such as asbestos cement cladding, gutters and rainwater pipes, fireproof sprays, insulating boards, ceiling and floor tiles, and textured ceiling finishes.

Health hazard
However, it was discovered in the 1930s that when the microscopic fibres (100 times finer than human hair) become airborne they can become inhaled. These are so inert that they cannot be dispelled from the lungs, and can cause cancer, asbestosis and mesothelioma between 15 and 60 years after first exposure. However, strict controls on use were only introduced comparatively recently - it has been illegal to use asbestos-containing materials since the introduction of the Asbestos (Prohibitions) Regulations 1992. There is no "safe level" of exposure. Asbestos remains the single greatest cause of work-related deaths in the UK, and is thought to kill up to 3000 a year and expected to rise to 10,000 by 2010.

Do not disturb!
All asbestos is now subject to strict control; waste asbestos is Special Waste. There are three "colours", white (Chrysotile), brown (Amosite) and blue (Crocidolite) This is misleading, as no colour is visible to the naked eye, so treat all types as equally hazardous. Two forms have great practical significance - these are asbestos in board form and fibrous asbestos. If in good condition, its presence does not pose a risk. But as asbestos does harm when breathed in, the fibrous form is far more hazardous, and sawing, drilling or sanding asbestos board or sheet can release fibres. When accidentally damaged or disturbed, asbestos materials can be reduced to dust by hand pressure: that is when the fibres separate and become airborne and dangerous. If material is disturbed it can be coated by expert contractors, which keeps it safe for five years, after which a further coating may be required. Asbestos should only be removed if it is very friable (crumbly) or if renovation or demolition work is scheduled.

Selling and fixing asbestos containing products was banned in the UK in 1999, but over one million tonnes of processed asbestos remain in buildings in Britain. The European Union states that if material contains over 0.1% (1000th) part of asbestos, it is designated as dangerous. The risks, however, should be put in proportion. Experts rate the risk to the general public from their homes and workplaces, as very small. Nevertheless the material should be treated with great respect. Asbestos materials should never be sawn, scrubbed or disturbed.

New rules
To undertake any work with asbestos without a licence may breach the Health and Safety at Work (etc) Act 1974.
The HSC (Health and Safety Commission) has been reviewing procedures and drawing up the new Control of Asbestos at Work Regulations. This will place a "duty to manage" asbestos-containing materials in the workplace, the duty holder being the "employer in control of the premises which they occupy and in which persons work". This may include the landlord or building owner, tenants and other parties such as managing agents. It is advised that management strategies are prepared now, which should identify and record location and condition of any asbestos-containing materials, carry out risk assessment, plan how to manage the risk, and to implement the plan. The new duties apply to non-domestic properties only, but the HSC is consulting with relevant authorities to consider extending the duties to cover flats or social housing.

How to deal with it - basic principles
With a low density product with a density of less than 1000kg per cubic metre, where work is going to take longer than one hour, a licensed contractor must be used. If in doubt, contact your local Environmental Health Department or the Health and Safety Executive (contact details below) - do NOT take samples yourself. The method of dealing with asbestos depends on the form the asbestos is in. The HSE runs a series of asbestos workshops and awareness raising events. The Government's guiding principles for the management of asbestos materials are:

- Asbestos materials, which are sound, undamaged and not releasing fibres should not be disturbed. Their condition should be monitored on a regular basis.

- Where possible damaged materials should be repaired and then protected as necessary, provided that the repair or sealing will be durable and not likely to be disturbed.

- Removal should only be performed where repair is not possible or the material is likely to be disturbed.

Dealing with asbestos wastes

Non bonded asbestos (fibrous material used for lagging, dust etc.) and most loosely bonded asbestos (asbestos cord, asbestos cloth etc) can only be removed by contractors licensed under the Asbestos Licensing Regulations 1983. Contact the HSE in Edinburgh for lists of UK licensed contractors (0131 247 2135 Asbestos Licensing Unit, or General Information Line, 08701 545500 - further contact details below).
For asbestos containing products such as insulation boards with a density of less than 1000kg per cubic metre (such as Asbestolux), if the work is going to take more than an hour, a contractor licensed by the HSE must be employed.
Bonded Asbestos includes asbestos cement roofing sheets, vinyl floor tiles containing asbestos, pipes and tanks. The greatest immediate danger from these materials is in builders falling from fragile asbestos cement roofs. Here licensed contractors are not needed, but obtaining good information is important to reduce risk. Precautions include: work damp, minimise breakage, wear masks and disposable suits approved for use with asbestos and contain the wastes as you go. Always get good advice first - this is available from HSE, and a useful two-page information sheet can be obtained from the Asbestos Information Centre (details below).
Local authorities have a legal duty to provide facilities for the disposal of DIY asbestos waste (such as from old garages and sheds). This does not cover waste created by a contractor. Where householders have asbestos containing material to dispose of, they should contact their local authority's Environmental Health Department to ask what facilities they have and when these are open.
In all cases, the asbestos removed must be double wrapped in strong plastic red sacks. In all cases except for householders taking bonded asbestos to a civic amenity site, the wastes must be consigned according to the Special Waste Regulations 1996 (this means using a consignment notice and 3 clear days notice of its movement - see section 60). Asbestos wastes cannot be burnt - they may only travel to transfer stations or landfill sites licensed to take them, where asbestos waste is allocated to specific areas of the site; ring your local office of the Environment Agency to find the current licensed sites.
Asbestos should never be used as hardcore or placed in trade or other standard waste containers. Asbestos boarding should never be used in an area where it can be easily damaged. Never use power tools to dismantle asbestos boarding.

FREE SERVICE FOR HOUSEHOLDERS

There is a collection service available to any London resident at no charge. The service will collect up to 5 or 6 sheets of Asbestos and small amounts of chemicals. The contact number is 0207 332 3433, except for Hillingdon & Camden, for whom you should contact those councils direct.

A similar service exists for Hertfordshire (householders only - not builders) for which the contact number is 01992 556151, WasteAware - waiting time a couple of weeks).

There are two Landfill sites in the Thames Region that will accept asbestos, but please note that to dispose of asbestos at these sites, a consignment note is required from the Environment Agency, 0845 700 1166.   These sites are Star Quarry Products, Watershall Quarry, Lower Hatfield Rd, Hertford Tel 01992 582253 (Tues & Thurs only) and Gerrards Cross Waste Disposal, Oxford Rd, Gerrards Cross, Bucks 01753 833704 (Mon-Thu). Both these charge for disposal by weight.

A division of ARCA, at the same address, ATaC is the trade body set up in 1998 to represent asbestos testing laboratories and management consultancies in the UK. Members specialise in asbestos surveying, bulk sampling and analysis, air testing and analysis, project management of asbestos removal, and preparation of asbestos management plans. Member companies have a direct link to up to date information on legislation from HSE policy makers and UKAS management. Members are able to conduct surveys and provide unbiased guidance on how to manage asbestos within buildings.
